Instructions
1. Marinate the beef slices in soy sauce, calamansi juice, and ground black pepper for at least 1 hour.
2. Heat the cooking oil in a pan over medium heat. Sauté the garlic until golden brown.
3. Add the marinated beef slices and cook until browned.
4. Pour in the marinade and water. Let it simmer for about 20 minutes or until the beef is tender.
5. Add the onion rings and cook for another 5 minutes.
6. Serve hot with steamed rice.
